Meaning
The terminal phase of a work package marks the point after which modification ceases and accountability transfers. An output is declared done when the builder submits the artifact for final review and stops modifying its codebase or structure. This transition locks the parameters of the deliverable and exposes it to evaluation.
The designation applies across software releases, construction handovers and formal contractual milestones.
Terminal Lock
