Meaning
Protracted states where no party can move without incurring a cost that exceeds the perceived benefit of the change result in a total cessation of progress. Evidence of a stalled project often shows that the participants have stopped talking about the work and started talking about the terms. When the terms become the only subject, the arrangement is static and the original goal is lost.
Resolution Limit
Ending the paralysis requires a third party or a change in the environment that alters the cost of staying still. Without such a shift, the state of inaction can last for years, representing a permanent drain on the capacity of everyone involved.
