Reference state used to measure shifts in energy, cost or the load a person carries for others. This figure represents the steady state of a person or a process before a new exchange or regulation is introduced. Measurement Origin

The baseline serves as the floor for the exchange, defining the minimum acceptable contribution from each party involved. Any movement below this line triggers a review of the terms and a possible exit from the seat.
